This guide provides an overview of how renewable energy communities (RECs) can be created and managed in the Republic of Moldova. The document was developed as part of the second phase of the UNDP project “Resilient Communities through Women’s Empowerment,” with support from Sweden and Norway. It is intended for local public authorities, organizations, and citizens interested in contributing to the energy transition through sustainable community initiatives.
The guide explains key concepts, the legal framework, and concrete steps needed to establish a renewable energy community, emphasizing sustainable solutions tailored to local needs. Renewable energy communities will bring together citizens, institutions, and local authorities in a joint effort to produce, distribute, and consume green energy. In addition to environmental benefits, they help reduce energy costs, increase energy autonomy, promote civic engagement, and create jobs.
The document outlines the legal requirements for registration, membership criteria, governance principles, and member responsibilities in accordance with the regulations of the National Agency for Energy Regulation (ANRE). It encourages the adaptation of general principles to each community’s specific context, promoting inclusive participation and fair decision-making in the pursuit of resilient, low-carbon communities.
