Expected results

In the pilot phase of the Super ESCO Program, the following activities have been carried out: 

  • Three public buildings were selected (one administrative building and two kindergartens) where ESCO projects (energy efficiency measures) will be implemented.
  • Energy audits were carried out for the selected public buildings.
  • Technical specifications for energy efficiency measures to be implemented in the selected buildings were developed.
  • Drafts of collaboration agreements between the MESA Project and the owners of the selected public buildings were developed, establishing the general conditions for implementing ESCO projects in these buildings. The collaboration agreements are in the negotiation phase with the building owners.
  • Promotional activities for the Super ESCO concept were carried out (workshops, technical meetings, etc.).
Project description

Increase energy efficiency in public buildings in an environmentally sustainable way, considering climate change, contributing to enhancing the country's energy security, saving primary energy resources, and reducing greenhouse gas emissions.

Objective

The Ministry of Energy, with the support of the Moldova Energy Security Project (MESA), supported by the United States Agency for International Development (USAID), will draft a Government Decision on the approval of the program for the development of the energy services sector through the implementation of the Super ESCO mechanism (hereinafter referred to as the Super ESCO Program), in accordance with paragraph 5 of Article 22 of Law No. 139/2018 on energy efficiency.

Expected results
